In SAFe, regulatory and compliance issues are handled the same way that we handle quality. This means that we handle quality the same way we build into a product. So when we are talking about compliance and regulatory issues in SAfe, we are referring to the strategy, activities, and artefacts that allow teams to apply Lean-Agile development methods to build systems that have the highest possible quality, while simultaneously ensuring they meet regulatory, industry, and other relevant standards.
It is also possible that some of the compliance and regulatory issues could have non-functional requirements whereby everything is built into the product already. The other thing that we do is work with people who understand the compliance that they are advising in Agile Release Training. They are ultimately helping us define the work items that will provide the evidence we need to satisfy our governance requirements.
This can either be internal or external, and involves some external authority to get approval for the solution needed for the market to ensure safety compliance. We may thus work collaboratively in the Agile Release Train to write down the desired features, stories and decide what can be accepted, and what meets or does not meet these requirements.
Backlogs are also part of the Global Product Backlog solution as we don’t separate them, instead we work on continual enhancement and delivery so that at every Iteration Review, we can see how much compliance work has been completed, what has already been accepted and how the System Demo measures up to these standards.
At this stage we also strive to see the integrated work of all the teams within the Agile Release Train, and ensure that everything is working effectively.
